of His Majesty's Government to refuse licences for the export of drugs from the United Kingdom to Formosa until satisfactory explanations are received from the
Japanese authorities.

As regards the very large recent increase in the annual importe of Persian and Turkish opium into Formosa disclosed by the statistics enclosed
in Sir C. Eliot's despatch No. 224, I am to inform you that steps are being taken to bring the figures to the knowledge of the Opium Advisory Committee of the
League of Nations.

It appears that Persian and Turkish opium consigned to Formosa is usually transhipped at Hong Kong. If this is 90, Mr. Secretary Churchill may care to consider whether steps might not be taken by the Government of that Colony to check such transhipment.
